Our Approach
The approach and methodology to the action are based upon GIZ’s, EF´s and AECID´s experience in similar projects and an assessment of the current state of affairs as well as upon an endeavour for a coherent approach to the crisis. The existing and well established structures of the partnership in the region and in the targeted countries provides the main basis for the design of the programme, its implementation and its management structures.
"Do No Harm" Approach
For Qudra, it's crucial to plan and implement all parts of the Programme in a highly context-sensitive way. This means, preventing or reducing as much as possible any negative results the action might produce. To do so, a thorough understanding of the context is essential and is put in relation to the different parts of the action, including through country-specific conflict analyses. "Do No Harm" approach has two main objectives. One is strengthening cooperation relationships within the Programme and the second is to consolidate a common understanding of the conflict-sensitive characteristic of the planning and implementation. Monitoring includes not only the intended results but also unintended (negative) ones. The focus lies on understanding the different groups and their corresponding interests. The first step is to raise awareness among all action staff and then try to minimize aggravating conflicts by different appropriate strategies.
Capacity Development
In line with Qudra’s focus on resilience, its emphasis on capacity development has been strengthened. Capacity development requires a differentiated and situational approach. Qudra, for example, in selected cases supports capacity development at the national nad/or ministerial level to the extent that this facilitates services delivery, security of livelihoods or empowerment of affected communities (hosts and refugees) in a short-term perspective. At the local and individual level, however, Qudra invests in mid- and long-term capacity development to strengthen resilience of people and institutions.
Capacity WORKS
The focus on Capacity Development is embedded in GIZ’s overall programme management approach, Capacity WORKS. GIZ applies the logic that underlies its management model Capacity WORKS, making it accessibe for joint project activities. Considering sustainable development as the interplay of social responsibility, ecological balance, political participation and economic capability. Only this will enable present and future generations to secure a life of dignity. The way we work reflects this principle in all areas. The various dimensions of this understanding of sustainability are inherent in the management model Capacity WORKS.
By involving the relevant actors the management model Capacity WORKS enables users to develop sustainable solutions that are tailor-made to suit the given context. This is achieved most effectively by making transparent and negotiating the different perspectives on any given issue.
