Jordan / Methodology for updating local development plans launched

Qudra 2 supports six municipalities in the Mafraq governorate of Jordan to update and adjust needs assessments and Local Development Plans (LDPs) to ensure relevance to the current context. The support is provided in cooperation with the Ministry of Local Affairs (MoLA).

Under the patronage of the Spanish Ambassador to Jordan, H.E. Aránzazu Bañon Dávalos, the Ministry of Local Administration (MoLA), and the European Union Delegation, the methodology for updating LDPs was presented to the mayors of the six municipalities in the Mafraq governorate: targeted under the Qudra 2 programme: Greater Mafraq, Sarhan, Hosha, Manshiet Bani Hassan, Rihab and Al-Basilieh.

An LDP will be developed for each municipality based on their in-depth analysis of local needs.

Civil society will take part in this process, especially women, people with disabilities, refugees and youths, to enable both the municipality and the citizens to identify their problems and develop solutions that will contribute to the improvement and development of the municipality. The participatory process will strengthen the role of the citizens in local decision making.  On 09 June, a training workshop on applying the approach to developing LDPs was facilitated for the Municipality of Al-Basilieh in the presence of MoLA. During the workshop, municipal staff reviewed and analysed the existing local development plan. Additional workshops and a series of training sessions will be facilitated for the rest of the municipalities on specific topics, such as data collection and analysis tools, SWOT and PESTLE, feasibility studies, budgeting and investment planning. Participants have shown an interest in building their capacity in all planning aspects to ensure that the LDUs become more self-reliant. The intention is to transfer this knowledge to their colleagues and other municipalities as a next step.
